That being said, if the automated system is not accepting the recovery form, I regret to inform you that's not possible to recover the account until it gets accepted.

However, just a heads-up, you can submit the recovery form up to 2 times per day, and in case you didn't try, you can check some suggestions to Microsoft here:

Not only that, but it's important to mention that if you enabled 2-step verification in the past, please be aware that the recovery form will not work.
