how do i get into a higher ring on the xbox app on pc

Everyone can get access to the beta rings, You will need to download the insider app and register your console and you will be put in to a lower ring, You can get access to higher rings by doing the Quizzes and Surveys

so how the program works is that by joining a higher up ring you get access to updates before the lower down rings and due to skip ahead being a new ring it is a limited number ring like all alpha but you will have to rejoin beta ring if you do leave alpha
skip ahead ring. you do not drop to your previous ring.

Rings are based on how active you are in the program. Every now and then, you may be reevaluated and offered a chance at a higher ring.
