How do I get all my DLC back for COD Ghosts?

It only allows me to purchase the items again. There is no install button for this content.

That’s strange, in this case as the items appears in your order history with status completed and you’re using the same account the best option is reach Microsoft support and provide them all this information
In that way they can review your account and find what’s going on

Here in the community forums no one can access directly to your account information

I found it. I've been using the same account since 2012 for all Microsoft purchases. On August 12, 2014, I redeemed $25 in account credit. The purchases made and completed were; Squad Pack- Extinction, Legend Pack- Makarov, Snoop Dogg VO, Extra Slots Pack, Classic Ghost Pack, Extinction Pack, Wolf Skin, and Squad Pack- Resistance. These purchases were made on my original Xbox One. I am now using an Xbox One S. However, the account is still the same. Going further back to February 21, 2014, I purchased Character- Keegan, Ducky Pack, and Extra Slots Pack. I cannot find where I redeemed the codes that came with the steel case bundle, but I still have those codes in the game case. They are unable to be used as I had redeemed them before. I cannot go any further back than January 2014. All of these purchases were completed. The only changes in this account have been the gamertag and name associated with it as I've gotten older and valued my privacy more.

For this please go to your Microsoft account order history

Once there, make sure to change the "3 months" filter and use instead "All available" next to "Ordered within"

Then start looking each item purchased with your account and see if you're able to find the game with order status "completed"
