Most audio and video issues experienced during cloud gaming are caused by problems with the network connection. For the best cloud gaming experience, make sure your device and network meet the minimum system requirements.

what you're likely seeing is the re-sync with the server if it looks like a lien moving down the screen. One of the first things you can do is not play on Wi-Fi and only use a wired connection

You should submit this as feedback so that the overall performance of cloud gaming can be improved. At the end of each session, you’re asked how your experience was and there are options to highlight any specific issues.

Please also perform another network speed test and share a screenshot of this here. If you’re on an Xbox console, go to Settings > General > Network Settings, then select ‘Test network speed & statistics’ for a detailed overview.

No one knows how to fix these glitched achievements. It's Microsoft's cloud servers that are at fault. I have three glitched achievements on two different games.
