There are a few steps you can try to fix the issue with GTA Online on Xbox requiring permission:

1. Make sure your Game Pass subscription is active and you are signed in with the correct account.

2. Check if there are any system updates available for your Xbox and install them if necessary.

3. Check if there are any updates available for GTA Online and install them.

4. Restart your Xbox and try launching GTA Online again.

5. Try clearing your Xbox's cache by holding the power button for 10 seconds to turn off the console, unplugging it, and waiting for 10 seconds before plugging it back in and restarting.

What Game Pass do you have? Not all of them include the ability to play online.

Just a friendly reminder though that there are multiple reports in regards to the same issue, however, there are no official announcement from Microsoft that's why we just need to perform troubleshooting steps.

We can reset the console keeping games and apps. Don't worry because as long as you're connected to Xbox Live your saved progress, games, will not be deleted. It will remove all of your accounts but you can add all of them later on.

"Press the Xbox button to open the guide.

Select Profile & system > Settings > System > Console info.

Select Reset console.

Reset and keep my games & apps."
