How do I fix error code 0x80070005 and error code 0x803F8001

I recently purchased Wo Long: Fallen Dynasty Deluxe Edition and after waiting an hour for it to download I saw that the digital soundtrack and digital art book had an error during the "acquiring license" phase. I did not pay it much thought as the game itself had finished downloading. The moment I tried to boot up the game I got a blue message saying "Wo Long: Fallen Dynasty is currently not available in your account. Make sure you are signed in to the Store and try again. Here’s the error code, in case you need it: 0x803F8001". After this I tried restarting my PC multiple times and signing in and out. Then I refunded the game and instead bought and gifted it to my other account (the one I'm using for this forum). I then uninstalled and reinstalled once again for another hour only for the same pop-up to occur. I downloaded the game on my Xbox and I am able to run the game. I want to play this on PC as I am not really much of a controller kind guy. I looked up many other ways to fix these errors like other forums and other website but everything I tried did not work. After going to the page of the art book and trying to download I am met with error code 0x80070005 during the "acquiring license" phase. I genuinely do not know what to do and I can't refund it again as I gifted it to myself so I am stuck in a dilemma. If somebody knows how to fix this, please help me.
