How do I download it

Has it been more that 24 hours since you purchased the pack? If not yet, we may need to wait at least within 24 hours.

Just make sure that your purchase went through successfully by checking your order history on https://account.microsoft.com/billing/orders. The order should say "completed"

If so, try to check if you don't have any missing contents for the game:

In My games & apps, highlight a game (but don't select it).
Press the Menu button on your controller, and then select Manage game and add-ons.
Select the game in the upper-right corner of the screen.
Choose Manage installation on [drive name]. This displays a list of items, including the base game and any available add-ons or game features.
Note Items listed under “More add-ons” can't be installed. Instead, they are owned items that automatically become accessible when in-game.
Select the tick-box for each item that you want to install or select all.
Select Save changes.

You have to use in game credits to buy the cars one you've downloaded them.

Is this add-on is for Overwatch 1, I'm afraid to say that's not possible to apply to Overwatch 2
