How do I delete my Microsoft account?

I already know how to remove my account from my console but I want to permanently delete it, so I can start a new account under my same email.

You mentioned you only want to use your email address to a different account. Is it a Microsoft email domain or a 3rd party email address?

SO, I click on the close your microsoft account link (again) and it states this:
