So I tried starting a party and it says I’ve been blocked from party and I don’t know what it means

You can check your enforcement details and its duration by signing in at enforcement.xbox.com. Also, depending on the type of enforcement action or suspension you’ve received, your case may qualify for submitting an appeal or case review.

console bans a permanent, you need to contact seller and get a refund, there is no way to reverse a console ban regardless if you are the new owner or any other reason.

Xbox 360 console bans are permanent , and is not possible to appeal to a device ban
