how do i change my account privacy to unlock restricted content ingame

Click, and go to the date of birth

Change to 18+

I'm having the same problem, but when I tried the last step on the YouTube link, all I receive is (under both privacy and content restrictions) "Your privacy settings/content restrictions are in effect, but can't be changed until we connect to the service"

You will have to adjust the family settings to allow purchases of premium content under privacy settings. Please try logging into Microsoft Family Safety using your Xbox account. This page should show whether your account is part of a family or not. If it is, you should have an option to leave the family group. However, If you don't, please Contact us | Xbox Support.

Xbox One safety features enable you to control what kinds of content each of your family members can access on Xbox One. To set content restrictions, see How

You changing their Privacy Settings from Child to Adult doesn't change the account status to adult itself. So pretty much their accounts are still child. It will be possible to change it to adult as soon as they reach 18. If that is the age of an adult in
your country ofc. You cannot change that setting manually. The restriction on downloadable content stays locked until they reach the required age depending on the content age restriction.
