How do I access call of duty modern warfare when I have bought the disk?

Unfortunately this has not worked either. The game is saying the packs are still installing though they have finished in the xbox queue.

You're welcome. If the packs aren't showing up on your games and add-ons, you may need to search them manually through Microsoft Store App.

After installing all of them please perform a powercycle on your console.

1. Turn off your console by holding the Xbox button on the front of the console for approximately 10 seconds. The console will turn off. ​​​

2. Turn your console back on by pressing the Xbox button on the console or the Xbox button on your controller. ​​​

That may have been the issue. They're still installing. Kindly perform a reset on your console keeping your games and apps and then after that, check if they're still installing.

Don't worry because as long as you're connected to Xbox Live your saved progress, games, will not be deleted. It will remove all of your accounts but you can add all of them later on.

Press the Xbox button to open the guide.

Select Profile & system > Settings > System > Console info.

Select Reset console.
