How do cheaters get banned

Im very curious how do people get banned for cheating lets say if you report someone and you caught that person cheating in a match would they be banned right away or does microsoft have to investigate it first in order to get that person banned for cheating

But if they get banned they just make a new account for free and play on that instead

Mostly PC players though like how they download mods and stuff

Cheat detection is mostly server based which players cannot tamper with

Dude What are you talking about did you heard what that guy said it doesn’t work that way Microsoft are not the police able to detect hackers everyday they have to investigate it first though whenever you report a player
