I'd ignore the website and go with a reputable website with actual benchmarks to back up his opinion Tom's hardware or pc world etc even Google will give you bench mark data

There is no amd rx a770

The current amd series is rdna 4 and they don't count in 100s rdna 2 which would've released at that time would've been rx 6000

The rx 7700 rdna 3 was released in Dec 2022

There is the arc a770 which is an Intel gpu

He's.mixing up rdna 2 specs with rdna 3 specs which is dangerous because of the typos will throw off anyone reading it when they go looking for a card that doesn't exist.and only find an intel which doesn't have the same specs

You are also comparing pre raytracing gpu to a Ray tracing gpu not exactly a fair comparison

that card is not good enough to run Forza, its a DirectX 11 card.

your card is more powerful than the r7 250x but the r7 supports DirectX 12 yours does not, nothing you can do apart from upgrade.

Your card is equivalent to a nvidia gtx 460 which is pretty low down.
