How can you tell when a device was added to your account

I am afraid that the date when your device was added to your account is not visible on https://account.microsoft.com/devices.

Your PC will be automatically added to the account when you log your account into the Microsoft Store app and when you enable offline permissions in the Microsoft Store app, you can enable offline permissions in the app settings.

The option to add devices on the devices page only applies to Microsoft products.

Same account, when I try adding it through the website it tells me I don't have any applicable devices linked

it says something like you have more devices added on your microsoft account, and when clicked send me to the device manager of my account.
