How can I tell if a console is part of the insider program?

I'm going to tell this to EVERYONE that ask the same question you have.

Are you a part of the Xbox Insider program? (Xbox Insider is the program where you can beta test OS builds for your console)

If you are leave the program because its obviously isn't for you.

are you part of the insider program, have you set the console to fully shutdown when off.

No I am not part of any insider program. And I have set the console to fully shutdown when off as opposed to instant on.

If you're a part of the preview program, like the Xbox Insiders then your console will be updated whenever there is an update available. All part of being in the program.

I would recommend that you join the Xbox Insider program by downloading the Insider App on your console. As part of the program you can preview upcoming changes, and give feedback to the developers. The more User feedback that they get, the better they
can tune the system for use and comfort.

If you are part of the Insider Program the lag may need to be reported. The Insider program gives us opportunities so you can tell them what you love or don’t love about existing Xbox features and services and what you really want to see make Xbox better.
