How can I stop my tv from turning on my husbands xbox?

You will need to turn off the HDMI-CEC feature on your console to sort this out.

Using your console, please do the steps below.

Press the Xbox button  to open the guide, then go to Profile & system > Settings > General > TV & display options > TV & A/V power options.

Please uncheck all the related options that can turn on the console or turn it off there.

If I am playing music from the native XBOX Groove app, the music will keep playing to my stereo even if I turn my TV off.

But not so if I am streaming the music from Apple TV into XBOX HDMI in. Music stops when TV goes off.

Sorry for the delay in replying, had the grandkids for the weekend, not 100% sure what you was referring to but the tv does access the internet via wifi, as does the laptop, the xbox is connected via ethernet cat6 or cat7 can't remember, they can all access
the internet independently and while the tv is turned on and being used I can stream my xbox to my laptop, but if the tv is turned off or goes into standby, I get a network quality warning on the laptop and a message saying iv been disconnected from the xbox,
my hdmi cable from the xbox to the tv has built in ethernet "I think" but that shouldn't stop the xbox streaming to my laptop via wifi or am I missing something.
