Are you doing the ToU acceptance on a PC or on the Xbox360 console? If it's the latter, the console will show you the parental address, and with that, you can change the password for the parental account at
account.live.com/password/reset

I can download my account on Xbox360, I know my password and all but it says my password is incorrect?
