How can I regain access to my Fable 3 PC DLC?

I purchased Fable 3 with all the following DLC in July 2011 on Steam, and have just downloaded and installed it to play it again. After troubleshooting it to launch properly (having to delete the version of GFWL that downloaded with the game, reboot and
install the newest version as well as set appropriate compatibility and permissions and enable UPnP), I am unable to find a way to gain access to my DLC.

I purchased:

Fable III - Dog Breed Set

Fable III - Dog Outfit

Fable III - Industrial Knight Outfit

Fable III - Traitor's Keep Quest Pack

Fable III - Understone Quest Pack

I understand the Windows Live Marketplace service is no longer available, however, I wonder if anybody knows a way for me to access the DLC even so. It seems odd to me that despite being able to actually access the Xbox live servers and play Fable 3 online,
I can't gain access to the DLC.

I have. The DLC does not download from Steam, it would download from the GFWL Marketplace. I'm asking if there is any way to access the DLC legally despite the closure of the GFWL Marketplace. It's available and searachable on Xbox, but I need the PC versions.

Proof I actually have purchased the DLC, and whilst it says it's installed I am certain it just means I have the keys available to redeem with Microsoft's service, which I did way back when. They're still visible for me on Steam, but of course now the GFWL
Marketplace is gone I'm not sure what to do.

You must log in with the Steam account with which you purchased the content

In your post you say that you bought the game off of steam I would say that you would need to talk with steam about where and how you would need to redownload the DLC.

Steam hasn't sold the game on their platform since I think 2013, because of the closure of the GFWL Marketplace. They offer no support for it, it's a Microsoft game so I figured this was the most appropriate place to ask.

That's a shame so I guess you have to rebuy them then with any windows live game that got transferred go other platforms well probably wont play any of those old games I had on pc then

Not much you're able to do. Microsoft broke something (as usual) with GFWL.

If you take a look at the guide I wrote here (https://answers.microsoft.com/en-us/xbox/forum/all/games-for-windows-live-gfwl-steam-windows-10-and/67214988-1160-4105-a7f0-373339fde8a9) under the Marketplace section there's a URL that Microsoft either turned
off, broke, didn't maintain, moved, or did something else to that needs to be "fixed" in order for us to get access to the GFWL marketplace:

Only way that'll get done is with enough public outcry, however there isn't enough at this point. I don't know enough about how things work to know what exactly is going on (e.g. I haven't looked at the packets, nor could I understand them) but I'm sure
there are people out there who are smarter than me who have.
