After that please go to https://support.xbox.com/contact-us and start a chat. When you get to a fellow gamer ask to be escalated to a Microsoft Advocate for a hacked account. There's no guarantee they can help as you mentioned the email is now lost but if they can they may be able to put the account on hold while they investigate.

Yes I changed it multiple times but the hacker changed the verification email my Microsoft account has been recovered but the Xbox account where we have to login to play games like forza or minecraft has been hacked
