you can't as major publishers is own licenses to make your IP. You would have to get on Random House's authors list, and then be assigned the project.

If you don't have an agent, which it sounds like you don't, that's not going to happen. If you're not already well established in that area of the industry, probably not going to happen

This could also be related to the APK you have downloaded as this is not the official Minecraft game that you get through Mojang. It would be better to have the official game itself but the cape may not be able to sync on there anymore since you will be using a Microsoft account.

Or it could be that the cape remained on the previous version you got through APK and when it updated, it did not transfer for some reason since you are like upgrading it to another version through APK still.

Thanks for reaching out to us in the forums with this question. In regard to the Minecraft: Java edition, if you purchased Minecraft: Java Edition before October 19th, 2018, can get this edition for free by requesting it from Mojang. If you did
not, then you would be required to purchase the Minecraft: Windows 10 edition in order to obtain that version of Minecraft & change the skin. Minecraft: Java and the Windows 10 version are 2 separately coded versions of the game.
