How can I limit download speeds is Microsoft's Xbox Game Pass (PC) App

I'm attempting to limit Download speeds in the Xbox Game pass app. It seems keen to max out my connection of 40 mbps, adversely affecting other clients who are trying to stream content.

After reading some guides, I went into delivery optimizations' advanced settings and set absolute bandwidth for background and foreground of 10 and 25 mbps respectively (roughly 3 MB/s). I then restarted my computer just in case. However the gamepass app doesn't respect this setting whatsoever, and still downloads at my full connection speed of 40 megabits (5 megabytes).

Every other game launcher (steam, battle net, Epic, etc.) has in-built settings for bandwidth shaping. I'm not sure why game pass is the exception. Is there a way in windows to ACTUALLY limit its download bandwidth?

Have you instead tried to set your connection as metered connection?

On Wi-Fi:

Click Manage known networks.
Select your network from the list.
Click Properties.
Slide Set as metered connection to On.

On Ethernet:

Click your connection from the list.
Slide Set as metered connection to On.

As my recommendation, it would be best to setup QoS or Quality of Service directly from your router to manage your bandwidth assignment.

Does anyone else notice that Microsoft won't admit to any of the problems being on THEIR end? I don't know if they limit your download bandwidth but my ISP speed is gigabit. I will get 900Mb+ downloading from most sites but the most I can get here is 200Mb. I usually get 900-980 from Speedtest.net but still only get up to 200MB through game pass. With most games over 30gigs it takes a long time to download a game. So what I'm saying is game pass app for pc is the only place I'm having problems with. I do get much higher speeds from other Microsoft download servers like when I download a Windows ISO.

If yes, may I know if you can try to reset and repair the Xbox app via Windows settings > apps > search for Xbox app > click on it and select advanced options.
After that, click repair and then reset
Restart the PC and check again

You can either download the game pass for PC or the Game Pass app on your phone. I downloaded the app on my phone and that's how I redeemed mine and then just logged into the PC and it worked for me.
