    It does, just like in other elder scrolls games. The perks will help improve the attribute much more and make it even more effective.

    How Can I improve the connection in the elder scroll online?

    I seem to have the best luck when I plug my ethernet cable in directly to my router to have a hardwired connection rather than wifi. Unfortunately that won't keep you from getting kicked due to server issues that sometimes happen, but hardwired connections
    do help.
