You can't. If you're using the Home setting properly, you shouldn't be using all of your limit. You should be setting your own console as your Home. It's meant for other people in your household to access games on your profile or if you have friends come over, they can access your games on their profile. It's also what will allow you to play offline in the event there is an outage or something.

Ok, I followed the steps and no survey link popped up. I know that no one has used the survey, but it is not there

If your console shows you’ve made five home Xbox switches for the year and you need assistance, select Help when you see the message, Can’t make this your home Xbox. If a survey is available for
you, you can get it there. If not, you'll have to wait until the year resets.

If you already did the survey for the exception, all you can do is wait for the limit the reset on tis own. There is no other way to get another change.
