How can i get a hacked account back if they changed my email?

I never had a phone number connected to it, I have the hackers email, but if i try to log in using that gmail it obviously doesn’t work but when i go onto the recovery, it doesn’t let me use the gmail account because it is not in use, but when i go to create an account, it fails to let me do so
