How can I change my privacy settings on pc or mobile??

No you do not need an Xbox/Xbox controller in order to change your privacy settings. You can do that online via a Web browser.

Firstly, are you on a child account? (Microsoft automatically assign any account with the age set to below 21 years as a child account). If you're on a child account, you'll need a parent (adult) account in order to change your privacy settings.

The parent account will need to create a family group and add you as a "Member" while they are the "Organiser" in order to change your settings. Here's a detailed explanation of how to do that https://support.microsoft.com/en-us/account-bil....

Refer to the "Manage settings on Xbox.com" tab, underneath it you'll find how to manage your privacy settings on an Adult or Child account.

Have you tried accessing your privacy setting actually from mobile or PC, maybe when you logged into the windows phone another privacy issue is occurring from something other than your xbox privacy you can use this link here,
I know they suggest changing your windows privacy as well when you change you xbox privacy
