File a Complaint. I recommend you review the
DoS Attacks | Denial of Service page for advice, guidance and things you can do in this kind of situation, telling you what you can out side of the console (such as, calling up your ISP for them to investigate as well). However, I also recommend

Muting, Block, and Avoid the user(s) to prevent further communications and lower the chances of connecting to them in a matchmaking lobby online.

You can also alter your privacy settings, to control who can send you messages etc... Here is how to change the privacy settings on your console:

Xbox LIVE > Online safety and privacy

• Sign into your Xbox LIVE account on your console.
• Go to Settings, then select Privacy.
• Choose Change Settings, Then select Customize.
• Change the settings to what you like it to be.
• To exit, press the B button on your controller, Then choose Save and Exit.
