Has the game worked before or has it always had a crashing issue? If Forza Horizon 4 is disabled from being a background app it may crash or hang when suspending and resuming. check whether the setting is set to Off: Privacy > Background apps > Forza Horizon
4 > Off. Please keep this setting On.

I would also recommend checking out what to do troubleshooting-wise when a
Game crashes or closes unexpectedly. You can check out how to
Fix problems with apps from Microsoft Store too.
