logon to your name on pc, open the store and sign out of the store then get your dad to sign into the store, download any and all play anywhere games, once done sign out of the store and sign back in with your name, logoff the pc and log back in and now you can play all the games your dad owns that are play anywhere, i do this for my kids.

Because home console is a CONSOLE feature

Not a pc feature

To use the game you are going to havr to sign into xbox app with his account to download it

Sharing isnt linked too the family its only linked too the home xbox console people dont need too be in your microsoft account family too share just anyone on your home xbox.

Xbox sharing doesnt work on PC only Xbox

DRM on PC works differnt i not a big PC player so i dont know much about DRM on PC but someone else may

The Home setting does not extend past the console. So you would either need to buy your own subscription (which is recommended) or your brother would have to sign into your PC.
