    I started investigating this when I first discovered that there is no "Install" button in Xbox App or Microsoft Store app for Pillars of Eternity 2. The Xbox page does report it as included so I tried to find out the underlying cause.

    To reproduce the issue with active PC Game Pass subscription:

    1. Go in your Windows Settings and change region to Latvia (not limited to Latvia):
      Start --> Settings --> Time&Language --> Language&Region --> Country or region
    2. Close and reopen Xbox App and navigate to Pillars of Eternity 2.
    3. Alternatively, reopen Microsoft Store app and navigate to Pillars of Eternity 2.

    Actual result: In Xbox App, game shows up as included in Game Pass but you are unable to install it. In Microsoft Store app, game shows up simply as purchasable without indication that it is included.

    Workaround: Change region to Poland, reopen either of the above storefronts and install button is present and usable.

    Reporting this as high risk/impact: None of the Xbox Game Pass sites I've looked through indicate it's region locked. None of the game developer sites indicate it's region locked. Xbox website and app itself indicate clearly that the game is included in Game Pass even if the Install button is not present. As such I suspect it's a side-effect of having two storefronts, one being localized to certain regions, another isn't .

    Not all games are affected which could indicate the existence of another process of listing games and this increases the risk that game developers might lose out on their intended markets. Xbox Game Pass brand could be affected and as such future agreements with developers.

    Also some 360 games are region free but you take a risk. By buying out of region you can check for regions free disks at playasia.com

    But certain games like witcher halo and gears of war are region specific

    There is no regional lock on Xbox games, As for games bought from certain countries its your risk if they are original xbox games or illegal copies.

    Hi Mirwits, I hope you're doing great out there despite the issue that you're experiencing. I am an Independent advisor and I am here to help you in regards to your concern.

    For EA games you may need to install the EA Desktop App and make sure that your EA Account is linked to your Xbox profile where Xbox Game Pass is available.

    With other Xbox Game Pass games on your PC, you can also manually search for them. Please do make sure that your PC is set to the correct region where Xbox Game Pass is supported.

    Settings > Time & Language > Language & Region > Country or region.

    Pirating an Xbox game runs a very high risk of console ban. Pirating PC games has virtually no risk at all. PC games get pirated to extraordinary levels, it's obvious why it puts off developers and publishers releasing their game on the PC.



    I'm not sure if piracy is the most used excuse though, their are plenty of other reasons why games don't come to PC. Although some of them may change given that the next-gen consoles are supposed to be even closer to PC architecture.
