I'm afraid Microsoft does not offer a repair service for controllers. If it is under warranty they will replace it, but if it's out of warranty all I can advise is buying a new controller. I apologise for any inconvenience caused by this.

Is the controller warranty still active? If not, you need to know that Xbox does not provide repair services for standard controllers outside of the warranty period. As you can see in that dropdown, only the repair cost for Elite Series 2 controllers is listed, not for regular wireless controllers.

If the controller is out of warranty and very old then it may be worth looking into a new one. You can't replace a controller out of warranty and it's not really worth the money to repair unless you can do it yourself. Not sure I'd trust a smoking controller.
