Are you sure it's wanting you to to pay or just add a payment method? You do need a payment method on file on order to redeem the code.

Is the game not yet released? If yes, we just need to change the payment method or let Microsoft get the money again. I have here steps from Microsoft:

"We tried to collect a payment that was unsuccessful. If you don’t want to lose your pre-order or any incentives, follow the steps in the message you received, or the steps below:

1. Sign in to your account and go to your order history.

2. Find the pre-ordered game and select Change how you pay.

3. On the Pick another way to pay screen, you can either choose a different payment method, or add a new one.

If you don’t have another way to pay, we’ll try to collect payment from your payment method again before the game launches. Your pre-order will be canceled if this is unsuccessful."

I've only just seen this thing about 2 free games.

I'm in the UK.

I don't have any payment method on my account.

When I tried to download the game I'm also told that I need to set a payment method!

Is this a way that Xbox/Microsoft is checking your age?

I get my membership via a 12 month pre-pay card, this is the reason I've not set a payment method yet.

Do I need to set a payment method to get FREE games?

This is the only time I've had any problems with DLC from the market place (eg. Cards in game pre-order bonus, etc)
