Have you tried out
Connection Error Troubleshooter? It has a couple of suggestions specific to where your connection fails and the error message you may see. Restoring your Console and Network settings in particular may help resolve this.

From the X, Y, Z codes you're showing it definitely looks like there is an error with your PPPoE timing out. So it does look like there is an issue retrieving an IP address from your network.

The error message on the console can not have any error code: ~ ~

This occurs when you access the account menu -> Payment options and immediately after the error occurs.

"Can not retrieve information from Xbox Live. Try again later."

Or when I try to download it from some demo or full game app. In this case the following message appears.

"Can not retrieve information from your credit card. Retry using money from your Microsoft account"

Remembering that my card is properly registered commerce.microsoft.com including windowsphone with my purchases are recorded there
