    For starters your buddy is looking at an account ban for doing that (you're not allowed to trade/sell/buy accounts) and it's not hacking if the other person knows the WLID/Password because your buddy didn't bother to change it. In answer to your questions
    yes but you won't be allowed to know that info and if the previous owner has a family pack he can add his old account to that and transfer points across that way. Tell your buddy to get on to his credit card company about that charge as well.
