We understand that you're having difficulties accessing an Xbox 360 Live account owned by a relative due to two-step verification being turned on.

When it comes to account recovery it mostly involves self-help articles and automated tools. So, if an article or tool does not work for you it's possible that there's an underlying issue that we need to address first.

Also, as explained in our Turning two-step verification on or off for your Microsoft account guide, two-step verification (TSV) is the strictest form of security for any account. If you are using TSV you should associate at least three unique security information like email addresses or phone numbers. If you lose your security information and you don't have a backup contact method available, you can permanently lose access to your account. By the way, an Xbox 360 Live account is basically a Microsoft account, so the description above applies.

With that in mind, let us work together as a team to get to the bottom of this issue of yours. To better assist you I need to ask:

1) Can you complete the steps from the following guide without issue when accessing the Xbox 360 Live account?
