To answer your inquiry, once a phone number is registered to a Microsoft account (even if the account is deleted), the number can no longer be added to any Microsoft account.

In this case, you will have to add a different phone number that is not associated with any accounts yet on your new Microsoft account in order to redeem in Microsoft Rewards.

I can't login because It's send a code to my old phone number or my old email address which one is deleted.

I want a fresh start with the microsoft and xbox account but i dont want to delete the existing Microsoft account, i just want to put it under my cousin’s email and phone number so that the old account can be his and the new account can be mine. Instead they are both somehow connected to a single Microsoft account even though my email has been removed.

the hacked manage to delete the email i use for that microsoft account and changed his/her email as primary email,
and also hacker manage to remove my phone number from the account also.

Yes you can create another but you will need to delete first the old microsoft account (the one with the suspension) that takes around 2 months to be deleted. You got the second banned because you use the second while the first was still available, and
to redeem prizes you cant use the same phone number until the first account gets fully deleted.
