It is not possible to gift digital games from the Microsoft Store to players in a different country than yours. When using the gifting feature, a code is sent to your friend with the region of your country. To redeem this code, your friend must use a code from their own region, as codes have regional restrictions.

If the code has not been redeemed and it's within 14 days of purchase, you can request a refund using the following link:

That is why you're having this issue. The country/region needs to be same across the board for a smooth transaction.

Since El Salvador is not an officially supported Xbox LIVE country you will have issues purchasing and downloading content over Xbox LIVE. I'm sorry but there's not much we can do for you here.

This map pack is out today. It was having trouble displaying on the Xbox Live Marketplace, but it can be found/bought/downloaded from the in game store.
