I have been a member since 2013, I have just noticed mistakes in my account.

I dropped down from a rank 3 to a rank 2 in Sept. 2015, why?

Also i haven't gotten a marketplace rebate since 07/31/13, Why????

Please look into this and let me know what has happened and if anything can be done to fix the issues

Support will check on your rebates, although it sounds as though your purchases have been counting so you should have had some rebates. They would be listed with the last date of each month as "MyVIP Star Rank".

Ranks reset each year. They were reset on September 1, 2015 and they also changed the terms and conditions for star levels to change how much you need to spend for each level so a lot of people were moved to lower levels based on the reset.

MyVIP has a recalibration every year. At the end of the year, we place you in your MyVIP rank for the new year based off your eligible spending from the previous year, and set your progress to the default state. This happened in September 2015 and December
2016. You can check your current MyVIP level/progress at (Xbox Live Rewards).

Furthermore, we see multiple Credit payback events and deposits for your account, which you can view from your MyStatement on the MyRewards page. Sorted by lifetime, this will show you every Credit and deposit event for your account. You can also see a record
of this from your commerce page at (Sign in to your Microsoft account), where they will be listed as a refund with a negative amount (since we are adding and not removing funds from your account). If you are curious
about payback for this month, purchases are calculated for payback as a monthly total and awarded midway through the following month.
