Digital refunds are still being tested for Xbox Insider members. You can try to contact Support but officially no refunds are allowed.

This is the form to complete if you would like to obtain a refund for your digital dlc. Once you have put in your request, make sure to just keep replying to the same email that the Microsoft agent will contact you through.
