Based on the description, you might have still set your country/region of your account in Korea and not yet in Vietnam. However, partially the concern of yours is also related to Microsoft Family being set as member only.

To better isolate your issue, we would like to ask for few questions and provide suggestions too:

1. May we also ask if you are a member of Microsoft Family? Please check this link: Microsoft Family Safety
   
2. Before anything else, may we confirm if you have secured your Microsoft account? That step is crucial and is needed to be done before you proceed to other suggestions we have. Please secure or update your account's security information through this link (if restricted please inform the organizer of Microsoft Family-guardian/parent/s): Microsoft Account | Security
   
3. Please make sure to read thoroughly this support article: How to access Outlook.com when traveling (microsoft.com)

6. Try to sign in to your account on InPrivate Windows of the browser (Browse InPrivate in Microsoft Edge) and see if you are still asked to verify your identity using PASS.

Yes you can. You just need to "recover" the profile. I only know how to do that on an Xbox 360 unfortunately.

Yes. I don't have an Xbox ONE nor PS4 but your Online character should be information that is saved on R*'s servers, no? If that is the case, then you should be able to transfer it over to your new console regardless if they are not "compatible", or at least
this is how I think it would work. Why would R* make it so that you couldn't transfer your character from either last-gen console?
