You should still be able to connect to support in your region through the link you were given. However, if the system is telling you you need to pay for a gamertag change, there is typically no way around that.

does not matter if he or you modded the account the account his responsibility. if the PET banned it for account tampering even tho YOU did it, he still takes the fall and has NO choice but to create a new account and have you NOT mod it or that one will
be banned too.
