Launching and accessing Forza Horizon 3 on your Xbox One console would depend if you downloaded and installed its digital version or physical copy. If you installed the game using its physical copy, you will be required to use the game disc every time you
launch and access it. Otherwise, the game disc is not required. You can download and install the game's digital version on a different console as long as you're signed with the Microsoft account that was used to purchase the game.

Perhaps it is something on Xbox's end. If you haven't tried checking your connection, or hard resetting your console, they would have to fix the issue for you. You can hard reset your console by pressing & holding the power button until it shuts off, then
powering the console back on by simply turning it on. That should fix your problem. If it isn't fixed, message me.

Reload the xbox it will say one percent when it starts but it will jump to where u were
