I actually found a blog from the dev stating that it will be available next week. There is still no clarification as to why, but it seems odd considering it is available on every other applicable pc platform already. As such I doubt region issues have anything
to do with it unless there is something region related that is specific to the microsoft store.

I certainly agree with you that the vampires and/or dragons killing NPCs is a SERIOUS problem that Bethesda needs to fix. For example, when continuing my level 78 game to play Hearthfire, Riverwood was like a ghost town and my local sawmill NPCs were missing
and presumed dead. But, like other posters here, I fear any serious modding on your part would only get you banned. Don't know if it's still true, but in the past that could also get you labeled as a cheater and result in your Gamerscore being reset to zero.
I'd just start a new game of Skyrim before I took a risk like that trying to salvage my current game.

Something needs to be done about this ( NPC's deaths) but this is not the right way. I agree it will hurt no one and effect no one else but you ( I understand where you are at with this).
