    Okay, I'll try not to miss anything as this is driving me insane. I have an Xbox One X (Day One) Console. It's always been a bit buggy but I put that down to the Xbox Insider program - for example, Microsoft Store would NEVER update. I have a separate
    mobile phone providing a 4G hotspot. Rarely have issues and right now, network tests tell me that download speed is 35MB/s. I'm in the UK. Everything was fine and dandy - I play PUBG most days with no issues aside from minor lag on occasion. Then the problems:
    I bought COD Modern Warfare from the Microsoft Store. It was an epic download so it took over a day to download. I didn't play it straightaway as I had work - and when I opened it a day or two later, I saw that there were still two "packs" to download. I tried
    downloading them but they kept saying "installation stopped". I tried everything I could find online and on here: I cancelled and retried. I cleared DNS. I changed DNS. I tried from the store directly. I performed a power cycle. I performed a soft reset. At
    this point, I noticed that Microsoft was reporting a problem with "digital content and downloads" - great job publicising that on the dashboard as "news" by the way ��‍♂️ - and so I gave up thinking it was that. Got a notification that the problem was solved.
    Tried again. Same failure. Repeated all the steps. Still failed. Uninstalled the game to try and install it ALL again. Still failed. Researched EVERYTHING I could and mildly frustrated now that apparently phone and chat isn't available for this issue as I've
    paid out for a game I can't play. At my wit's end I performed a full system reset - games and all. Great, I thought - can't POSSIBLY be an issue now. I was wrong. It's worse. I can't install ANY games now. Everything's queued and just flipping from "installing"
    to "installation stopped" and everything else is queued. SURELY this means the problem is server side? Have I been barred or blacklisted or something? I really need help as I really don't see what else I can do that will trump a factory reset of a console
    that was working previously? Help.

    It is possible that your connection provider has put limits on its own to prevent your phone from being used as a hotspot for large downloads. Or filters that limit bandwidth usage for certain protocols.

    In Italy for example this exists and some connection providers either prevent the download or lower the available bandwidth up to a very low speed to discourage the use of the phone as Modem-Router. Try contacting the support of your internet provider or
    on their website the conditions of use of your contract.

    Hey - no, ive rung them and I'm not restricted at all. It's unlimited data on Three.

    Many phone providers have fine print restrictions on unlimited data. They throttle you after X GB, or as the other guy said restrict you otherwise without the front line phone guys knowing
