The achievement in Mass Effect 2 is two play throughs or one with a character imported from Mass Effect 1. So to gain that achievement the first time you play ME2, you must be playing with a Shepard brought in from the first game.

So for example the achievement for two play-troughs is linked the my tag not the character i created.
