If you purchased it recently and don't have any significant play time, sounds like you should be able to request a refund.

in the store there usually is a 'Purchase as a gift' option, which will allow you to purchase an item and it will be send as gift to who you specify.
If you are looking for an option to gift a game you own, so moving the ownership to another account then as mentioned in the other reply, that is not possible
