The GTX 750 TI is a DirectX 11 graphics card. Windows 10 and 11 DirectX is version 12, but your card does not not support the DX12 feature level. Your GPU is limited to DirectX 11 hardware features, which means that games that require DirectX 12 won't work on your PC. I hope that makes sense.

Your only option to play this (or any other DX12 only title) would be to upgrade to a newer compatible card. The next logical upgrade would be either a GTX 1050 or 1050Ti (There is a GTX 950 but it's probably not worth it).

Bear in mind that both the GTX 1050 and 1050Ti are dual slot cards, so you'll need to insure you have enough space to fit one. Also, although these cards do not require additional power, it still a good idea to double check your PC power supply has enough power to run one of these cards.

the 750ti does support dx12 but only feature level 11_0, this means newer games may not run as it does not fully support dx12 or its later iterations. basically, your gpu cannot support newer games.

for the games you want to run you will need at best a 9 series Nvidia gpu or amd equivalent, but as time goes on more and more new games will support dx12.1 which is ultimate and older gpu's will be unsupported or certain features will be unavailable.

Are you sure that your graphics card supports DX12? The i5-2450M is 4 years old an has a Intel HD 3000. If your graphics card doesn't support DX12, Windows can't use it. If you want to use DX12, you need a graphics card supporting it.
