UPDATE JANUARY 31ST: In the Game Pass Beta app, some games say "install to" and some games have the "play" button grayed out. For example, "Among Us" and "Football Manager 2022" are labeled "install to", while "Outer Wilds" and "Skyrim Special Edition" have the "play" button grayed out. The regular Game Pass app says "install to" for everything.

From my experience, the main reason why games crash is due to "resuming" them. Until MS figures it out, do not resume games. If a game is running after switching to other apps, TV, etc., "Quit" the game and reload it.

To quit (unload) a game:

1) The game must be in the Home screen of the dash.

2) With the Home screen highlighted, press the Menu button (the 3 lined button). (Or, say, "Xbox Show Menu")

3) Select or say "Quit".

This will unload the game and force a fresh load the next time you play it.

I listed in the OP that I already performed all steps for the error code. The issue I'm having is with all marketplace content. All panels on the home screen show up as gray except for playing the current game in the disc tray and the quickplay panel. It
doesn't load marketplace data to the dashboard.

UPDATE (JANUARY 26TH): Both Game Pass and Game Pass Beta no longer say "install to", but they all have the "play" button grayed out and unselectable.
