I am experiencing the same issue. I'm in Australia. I can connect to my account on my Android phone and iPad though, so it's not an account issue it's a XBOX Live on PC issue it seems.

Basically what I am doing is using my Xbox App on my Android and downloading it from my captures in app to the phone. And from Phone to PC.
