Haven't Received my 15,000 rewards for my 2nd pre order in oct its been 15 days

That promotion had a few requirements to receive the full 15,000 rewards. In order to receive the 15,000 rewards you needed to purchase the physical disc from microsoftstore.com on/after March 7th and it had to be the most expensive version of the game (Gold?).
Upon shipment the rewards are deposited up to 15 days later.

If you pre-ordered the physical disc of the base game it was worth 10,000 and the deluxe version was 12,000.

Digital versions of Ghost Recon was not eligible.

The promotion to receive 15,000 reward credits for pre-ordering the physical disc from microsoftstore.com is issued 10-15 business days after the title launches. So you would not see those deposited until around December 13th - 20th.

As long as it was a physical (disc) pre-order purchase off of MicrosoftStore.com, it should qualify and award 15,000 Rewards Credits 15 business days after shipping.

I am not aware of a recent promotion for only purchasing that title. There is a current promotion that offers 15,000 for pre-ordering 3 digital games on the eligible list (including Halo Wars 2) and if you are a US member there is a promotion for the PHYSICAL
disc for 15,000 if you pre-order from microsoftstore.com.

If you did do the 2nd one (physical disc from microsoftstore.com) those points are not deposited until 10-15 business days AFTER the title launches.
