Have I been scammed by my retailer?

you should have received a code the same as you did for the gold etc.... was the box sealed? I would ask the retailer

was the system used or referbished? It could be that it was a digital code and the retailer who sold it you did not recieve it with all the original contents.. or since it came with gamepass you can download it free through there. I’d check with the retailer
after confirming which way you get the game free.

There should be a code card for mincraft in the box tripple check box and all its contents they redeme code on the Xbox

I bought it right from the store, so it hadn't been used ever before
